Error Using Replace Action

Environment: Windows Server 2003 Std, MOSS 2007 (SP 2) (October 2010 CU), SPD 2007

I am able to successfully use the Replace() string action as a Farm Administrator, but have not been able to successfully use the Replace() string action as a non-Farm Administrator. Running as a non-Farm Administrator, I get the following error:

When looking at Solution Properties in Central Administration, I notice the following settings:

Contains Global Assembly: Yes
Contains Code Access Security Policy: No
Deployment Server Type: Front-end Web server
Deployment Status: Deployed
Deployed To: Globally deployed.
Last Operation Result: The solution was successfully deployed.

I really need to use the Replace() action and do not know how to proceed. Please Help!
